PSTS--Personnel
Security Tracking System--is a software program
we at Solutions Engineering developed for the
General Services Administration to manage its
review process for individuals needing public
trust and security clearances. It is a multi-featured
program that integrates and provides uniformity
for the varied aspects of the review process which
had previously been handled by a number of separate
programs based on extensive and complicated computer
code. A process in which changes required rewriting
code was replaced by the data-centric orientation
of PSTS, which allows users to make changes in
the process through editing dialog forms. By facilitating
easy modification of the process, PSTS thus brings
much greater flexibility and comprehensibility
to the management of a complex review process.
It also promotes efficiency, provides greater
oversight, and reduces errors
In terms
of interface, PSTS provides an innovative way of representing
the review process as a decision graph, the nodes of which
are traversed according to decisions made by the security
specialists performing a review. This visual representation,
along with an always-accessible review history, allows the
security specialist to quickly grasp where individuals under
review are in the process and what their needs are. Furthermore,
PSTS provides automation for actions that need to be taken
at different stages in the review process such as the determination
of the appropriate security levels and investigations. It
also automates the creation and transmission of necessary
documents and memos. A web component allows reviewees to easily
get information on their particular cases. PSTS therefore
does much to streamline the GSA process for both the specialist
user and the reviewee.
